You can use the boat workbench area to spawn a small submarine. Looking at the building, it's the large section with the big gray doors on the left side.
I can't quite remember what path you can take from the inside of the building and i'm not near my computer, but you can definitely go in through the big doors at the front or the entrance at the rear where the workbench is.

is there a submarine bay if so where is it if not can you add one?

ps you just have to spawn on the small boat island because that is where it is

Main light switches are in the floor's maintenance room. It's by the stairs on each floor.

Oh wow...
I honestly have no idea why it's doing that. It does look like its bombed but I believe it removed doors, sign blocks, separated bodies, lights, etc.
This was a problem whenever I would try to spawn it in the workbench for testing but it usually was fine whenever it was a mission/addon.

Weird... I'll try to recreate this soon when I get to my PC.

saving the game and reloading it makes it messed up, then it looks like it was bombed just like ORBI304 said

Well I loaded the build in the most recent game version (with and without weapons dlc) and everything was fine. It may be that your word file has been corrupted or you may need to just reload the addon.

Yeah... there's nothing wrong with this build. Unless you literally bombed it, everything should be fine.
