Thanks for the info, I'll check out your other assets. They fit well for my communist-type of a city.

Unfortunately the report doesn't tell me much about the actual error (Games fault!). This asset is also very old, so I won't be able to do much fixing with it. Maybe try one of my newer assets (the newest kindergarten is also defined as an elementary school) or just wait for when I get to redoing this one.
