Pretty sure there are items in game that are similar to each other and there are some differences with this one. Worst case scenario, they could exclude spy's, but I think there is no need for that. If it gets added as a high grade/tier, it would be rarer and more pricey, which would give more reasons to have to pick between the two for spy, if he is included.
