Someone has released a working Skaven upgrade mod called Skaven Unit Upgrade:

You may want to take a look at that to see how he solved the problem.

It works just fine. The issue is a conflict with Radious's new skill mod that contains some skaven upgrades. I've found out what the issue is and will be uploading a new version in an hour or so

I will update this mod when Radious has updated his, in the meantime this mod is useless as it depends on Radious Mod part 1 & 2. Until I see what changes Radious has done I cannot update my mod.

Loving the mod so far. One point I'd make is I'm seeing units with options for RTR, such as the Catapult, that due to animation limitations, can't get any better than roughly 8.1 seconds, the upgrade takes them to like 2.6s (in my playthrough). Might be worth changing it for something else?
