Features:
1) Modication (of this mod) has 2, 2, 2, 1 slots instead of 3, 3, 3, 3 (For those who find it too OP)
2) Empty Cards become obsolete as you advance trough civic tree.

I made an softer alternative version of 2,2,2,1 (rather than 3,3,3,3 slot) and altered it to my liking.
Your code can be further improved by bringing obsolete rate closer to ancient and classical era policies.

EXTRA POINTS:
- Add this just before the line with </GameInfo>.
- The file to be edited is CMonument_GovCards3.xml.
- If the mod/game is reinstalled/updated/verified, you'll maybe need to reapply those changes

Can you share the code to put in to the file?
About that idea to remove empty cards, a simple solution would be to use ObsoletePolicies, which make them obsolete with specific researchs.
I've tested making one card obsolete after each era (so, one card of each category would become obsolete at Classical Era, the second at Medieval and the third at Renaissance), it seems to work fine (although I've made that before purchasing the expansions).
The only annoying part is that it's boring and repetitive to generate the lines.
Is it possible for you to make;
remove empty cards after they get replaced by better civics. (researching specified civics to remove that cards - like craftsmanship removes 1 empty eco card and 1 empty military card)
OR
no empty cards altogether, rather slots will be added as you advance civics (like craftsmanship gives 1 eco slot and 1 military slot as they give 1 card of each.)
OR
no empty cards altogether, but we can finish turn with empt slots.
My idea is for to get rid of those annoying cards.
Other than that, its a great mod.

You do not need to uncomment any sections in the files, this mod works standalone and does not need cheat monument it directly applies the cheat to human players.
please put your update somewhere where is accessible to other people. Media Fire does not work. Media Fire refuses to download the file.
