Currently in-game with it (TUMTaRA) and it doesn't seem to glow in the dark. Neither the world model nor the view model can be seen without a flashlight in complete darkness. I agree with Lucy Fur's suggestion about removing the blue shapes from the lenses, but I think the pulsating could be smoother.
Alternatively, instead of having it pulsate, you could have it transition between two colours. Blue to green? That's just a suggestion.
What you have now works, but maybe you could smoothen the transition? I don't know exactly how texture modding works, but I think you can smoothen it by adding more frames to the animation, and decreasing the time spent on each frame.

The pulsating is ok but the glowing needs to be a bit more brighter and you need to fix the lenses; remove the 2 shapes so it's clear

Looks cool; you should post a video though.
