This is intended for those who play with hard/cosmonaut rules, where selling oil/fuel/bitumen is not allowed, and this provides a mechanism to transform bittumen into fuel and not block the fuel production at the refinery and avoid having to build endless storages for excess bittumen.

Since bitumen sells for more than fuel, it seems unwise to build if it consumes more rubles than the products.
