"Diplomatic Weight is gained from Fleet Power, Economy, Technology and Pops and their Happiness."
So this should also work for purifiers and other non-diplomatic civilizations. I guess it's some internal game value which is always present, even if an empire can't do diplomatic actions anyway.
Personally I would prefer to check against the total victory score but according to console output there is no trigger value for this.
It turned out it's not possible to get direct access to ingame variables like diplomatic power or victoy score via mods. The only thing I could do was to check the diplomatic weight against fixed values. So I came up with the current solution.
Don't know if it's balanced enough.
I'm currently trying to add a permanent empire modifier for influence gain which scales with the total victory score. Might be a better approach to this but I have to figure out how I can do this.

FYI: First level costs 55k research. Each level adds 20k research costs.
