Sadly no.
You can't take the decision or join an elective league as a merchant republic, nor can you change your succession law to Elective League once you convert your tribal league to a merchant republic.
It's actually quite interesting, since I haven't implemented any special behaviour for those cases AFAIK.
Converting to feudalism only converts yourself and your succession law changes to gavelkind.
You can, however change to Feudal Elective League (just called "Elective League" in the law tab) with the usual succesion law change restriction (reigned for 10 years a.s.o)
In my limited testing, converting to a Merchant Republic converted my vassal-allies to a Merchant Republic as well and made them major houses.

I've actually tried to make a ck3 version before and I do plan to make one at some point
But right now I can't say when I'll actually get to it.
You have to declare independence through the usual means (faction), so... kind of?
But there are no new special buttons or anything in that regard.

Is this the only mod you're experiencing this issue with?
The only thing I can say is that I've experienced the same thing before and the following steps seemed to fix it.
-Unsubcribe from this mod
-Delete "elective_leagues_expanded.zip" and "elective_leagues_expanded.mod.mod"
in your "Documents\Paradox Interactive\Crusader Kings II\mod" folder
-Resubscribe to the mod
-Start the ck2 launcher (wait maybe a minute)
-Restart the ck2 launcher
-Repeat the those steps a few times

No, sadly you can't disable it for AI. I don't plan on adding that functionality either, sorry.

It's supposed to be available if you're anything lower than emperor, landed, independent, an adult, not in a revolt and feudal or tribal.
So yes, pretty much most of the time. Have you tried another ruler to see if it works?

Should be fairly rare though, even though it's a bit easier for them (they don't need full alliances, just non-aggression pacts because AI is stoop)
Tested it with ck2+ right now and doesn't seem to work
HIP DOES work (surprisingly) but no guarantees :)
It's certainly possible but I don't know how I would integrate that into the current mod.
I could make a seperate one if youreally want to be able to do that.
Is it possible founding a league in form of co-founders as tributaries and the leader as suzerain? It could be more realistic.
Even if it was, I'm certainly not able to make that and it's somewhat out of the intended scope of the mod. Thanks for the suggestion
