Due to the (extremely janky way) which restoration amount is coded, doing "-999% restoration amount" on skills will break restoration altogether, and essentially act as a permanent, unremovable debuff on heroes that prevents them from getting regen (from ANY sources, not just the trinket itself). You can test this in-game by first using a friendly skill, and then trying to use healing vapours. It just doesn't work.
I encountered no crashes, when getting my own trinkets and when fighting my own brigands, weirder that a trinket mod causes your save file to crash

When I proceeded with it, the item existed, but there was no crush even if I over-mouse it.
Crush occurs when you hover your mouse over the item

I had two flagellants fall on death's door and both of them failing the deathblow check due to the self bleed mechanic (as seen in the graveyard info)
I know that this is possible to happen however unlikely but is it possible to check?

Just as an aside, you may want to nerf it to only 50% or even 45% PROT, as the fact that the PROT "resets" at the end of every battle is pretty strong. Obviously DOTS will bypass this, and it'll be a lot better when every single hit cuts that PROT down hard, but if you're playing well it's pretty rare for any hero on your team to take more than 2 hits in a fight, and by that point the scaled shoulder will have taken away a ton of damage that normally would be there.
It definitely falls apart in drawn out fights though, and I definitely wouldn't bring it to boss battles.
I suggest you to write dmg bonus with capitalized letters, because it doesn't match other items with DMG boost.
