why is the cosmetic not connected to the arm, i can still see the arm under the cosmetic

if by "shirtless" you mean no torso because the shirt is disabled, yes

You would happen to know if you have the Enhanced Scout. You know the one you can take the bandages off his hands, he can go barefoot and shirtless ?

materials and models folders go into whatever game folder you want, usermod or workshop or whatever

I did but there's the matter of his arms, legs and other things to make him less like the Scout.
I just wish there was more generic or character customization pack on SFM workshop.

I just wish there was an option to slide the hood up over the head.
Looking for a generic male, somewhat toon-like hooded youth. And while there is plenty of hoodies for various characters on the workshop, none with a simple body group of flex of having the hood over head.
