A SWAT team is a group of police officers specially trained to handle dangerous situations. They are equipped with specific weapons and tactics to deal with high-risk tasks like anti-terrorism operations, hostage rescues, and riot control. Here is the answer of your questions, they do respond to riots.

@Swatofficerjd Yes, SWAT can and do respond to riots, but only when they receive information for example:

Armed Rioters, etc.

Technically SWAT do respond to riots, because SWAT when not doing a raid, or warrant is dressed like the standard officer and during a riot a riot officer, but no matter what police uniform they are wearing they always have the patch which shows that they are SWAT.

You can think that swat responds to riots no its Riot officers the thing is that people mistake riot officers for SWAT and get confused.

NPCs are in the NPC menu under the category READY OR NOT. the exact name of the model is ronswat.mdl

The black and white filter is in the post processing category of the spawn menu.

I have always wanted a swat ready or not but I couldn't find it before. My friends showed me this and I am back into gmod now
