Eyes will always move as though there is an invisible eye they are circling around, whether there is one or not, even with her flat eye areas, the eye still "rolls" around a center point, which you specify in the 3d space, just a ways behind the mesh area you have applied the eye ball texture too.
Also I hope it's not a lot to ask but do you have an eye tutorial or resource that helped in mapping the eyes? I can never figure out where to start when I want my characters to have them :P
