i might be wrong, but this looks just like villain's veil, except its all class and has a different texture.

How do I add them in SFM?

I have eyed this cosmetic since it was posted on the Workshop. I was heartbroken that it was not included in the Strongbox, but I'm super relieved that it was included in the Love and War update! Excellet work (also, kudos to you on making that very, very sleek Demoman cosmetic), and I hope to see more well done contributions in the future!
