Wait it was this mod and 200 Nights and Holy days that was causing this issue for the Goths.

Problem with this mod from recent update, reverts Egypt(Rams) and Austria to previous traits, Egypt uses, the 20% Wonder Production and Heimjar Trait instead of +3 culture from culture buildings and Austria has Diplomatic Marriage again. Strange, but thought I'd let you know.
