Hi CD Clone,

To be honest, it was in part for ccmplete-ness (since there was the atmo + h2 version), but also so that it could use ion only, and not waste H2 for lighter loads, and then add the hydrogen thrust if some extra lift or braking power was needed, since Ion Thrusters are kind of weak.
