It is a composition you can place via the editor for your mission creations. AI can land and take off from the airfield. Autopilot landing also works. The port has boat racks that can be used to dock the boats. Be sure to turn off "Vertical Mode" and "Surface Snapping" when placing so everything stays aligned.
After you place the composition, you may need to adjust the height. When placing it, all the objects will be selected by default. Use the translation widget or hold left ALT + left mouse to raise or lower.
