Does your Civ's have options to use if one is using the Events & Decisions mod?

I don't use JFD's True ...
I always use advanced options - but does not see Avar K...
Before I wrote this I looked again - bat he is NOT offered. Can't see him. Strange.
I also de-subscribed and subscribed (to make a new "installation") - did also not help.

@sw if you're using JFD's True Alternate Leaders then it tends not to show up on the select screen - if you're not using that, it should show up if you choose the civ via Advanced Options

It is offered at MODs, I choose it but in "Start a new game" I don't see this Civ. - so I can't choose it. Never before this Civ I had this.
