I think @Stogie is right. It shouldn't be fully paintable because that would be too much of a visual clutter. Just take a look at Hundkopf, it's a giant paintable head that adds a visual mess on the character model. My suggestion on making it paintable is to follow the already existing Racc Mann where only the eyes are paintable. Otherwise, I think this should be the last Raccoon cosmetic added in the game

This is quite a fitting Halloween cosmetic, although making the entire thing paintable is a tad overkill, in my humble opinion.

The usual fur bashing in comments besides.
I really like the idea of this Raccoon head with silly hats on top of it, small hat like to tipped hat would be amazing.
It a neat looking workshop item with a fitting TF2 comics related theme, I am all for it.
