Completely rebuilt the water canon; now it works like it should.
Added Heading Hold on the bridge; she'll try to hold her heading unless you interact with the rudder. You can also change the heading by 1 degree increments
Added illumination flare launcher with controls found on the bridge
Improved stabilization system; polished PID for fins and added a sliding weight

If all goes well, I should be releasing the Mk1C update within a few hours.
It was entirely my fault. I had infinite fuel turned on and I hadn't changed gears so I think the game was just dumping infinite diesel into the engine in neutral. Turned off infinite fuel, geared into first gear, and that seems to have fixed it.
