There is many Tutorials, like here:
https://kb.tabletopsimulator.com/getting-started/video-tutorials/

A Card Deck tool you find in your game folder:
Steam\steamapps\common\Tabletop Simulator\Modding\Deck Builder\TTS-Deck-Editor.exe

But if I have soon more time, I can try to make an english version if needed.
