As for the vanilla game, the game generates street prefixes by picking at random:
- a district name (of which there are ~120, at least in the English version of the game) - 30% chance
- a citizen first name (~30 male + ~30 female) - 20% chance
- a citizen last name (~50 male + ~50 female) - 40% chance
- a first + last name combination (~30 x ~50 = ~1500 each for male and female) ~ 10% chance
So, just over 3000 unique street prefixes, but as they are not equally probable, chances of a repeated names are somewhere in the region of 1 in 200 (I'll let you do the maths).
Could you accept my FR? I want to do this for Dutch streetnames.

If you do still encounter the bug, please let me know at which step and post the output-log.txt file.
What I can suggest is:
1. Temporarily remove all your local mods (keep a copy on your desktop or elsewhere).
2. Subscribe to this mod and Harmony (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2253945873) and no other mods. Check if it works (I would expect it to).
3. Move these two mods to your local mod folder, renaming this mod's folder to "UKStreetNames", and check if it still works.
4. Move a few of your local mods back, keeping note of which mods you've moved, and see what happens.
5. Repeat the above step until you've reinstated all your other mods.
Also, I think you may not be using the latest version of the mod, in which case you'll want to get the updated version. Renaming of the folder will only help if using the latest version.

Is this a bug? And can it be sorted out please?
I don't think Custom Namelists should be causing any problems - I'm subscribed to it myself. Steam doesn't always immediately update local mod files when a new update has been posted, so perhaps that is why it didn't work the first time. I think it should be safe to re-subscribe to the Namelists mod. In fact, you may want to do it if you are using the UK districts mod.
Do let me know if you still encounter any issues, though in that case I may need you to share your log file ( here is how ).
I do have custom name lists subscribed but not activated. I'll try unsubscribing from that mod and see what happens. I've removed your mod and the 'generic terrible' street names return so it's nothing with the base files.
