@d_bug anywhere really but other mods can override this one because i only change a very specific file without touching the potion system
Starting with a Water flask is so much more important than just being an easy way to put out fire or clean toxic, it's a mechanically diverse weapon that can carry you through bad rng in the hands of a skilled player and change the way you progress through noita. Water kills fire based monsters, can block certain projectiles, can diffuse acid, and push other liquids out of the way. It is over all a universal flask to have that really showcases the unique charm this game has. By removing the water flask and turning it into a rng dice roll, the developers directly removed many viable progression options and exchanged it for utter nonsense like oil or toxic which have no realistically functional usage in the beginning of the game other than getting you hurt or even killed.

That being said I am glad someone made a mod for it for people who want it. I did not download it but if it is not already maybe consider making it a game mode so people can just choose it as a mode.
