It does, I'm still using it. The diplomatic stance policy wasn't changed at all in 3.0, so it's still fine.

I think the reasoning behind it is that the genocidal government forms instantly take provinces rather than having to force them through claims, so its a balance of sort.s

Might be cool to give them two or three stances to choose between, one with the exhaustion bonus and others with even more rate-of-fire, or increased fleet cap.

... or even a "Busy Feasting" stance which reduces border friction in trade for internal purge perks.
