Is it just me?
In order to have the spotter planes actually be useful and viable I suggest adding a heavy attack modifier, similar to fire control. that way I'm not just driven to get my capital ships full of AAA but also diverting resources into a spotter plane which also reduces speed and makes you reach a compromise between price/effectiveness given how engines are terribly expensive! (and I can't abide my BB's not being at least 30 knots fast)

I haven't gotten there yet but was wondering if you did anything to the NSB focuses that get you Borodino-class BCs or Sovetskiy Soyuz BBs. If not that is not a problem, I will just manually bypass through focus.ignoreprerequisites. And, quite frankly, while I am curious as to what the Borodinos would look like, I would rather design my own Sovetskiy Soyuz anyway.
