I'll tell you in a minute if this and that are indeed compatible (please, God, please), which would be cooler than your parents buying you a sundae for getting A's on your report card when you're 8.
My dad was a diplomat (so I grew up around diplomats of every kind (like John Bolton, russian defectors, Colonel Oliver North (remember that scandal?), ambassadors, CIA spooks, celebrity's agents, missionaries, professors abroad, travelers in trouble, etc., from all over the world) and I can vouch that having an embassy abroad means your country is involved in all areas of home country betterment, like spying, consular duties, business expansion, international relations, business or cultural development, military engagement, education and/or cultural exchange, and everything else you can think of.

This is tangential to the mod itself, but is there a discord or forum you can recommend to get feedback on modding? I have tried CivFanatics but they weren't super helpful. I'm trying to make a simple mod that lowers Incan production on mountains to 1 and gives them 1 food for each mountain, but it doesn't seem like there's a lot of people who are used to SQL editing like you. Hoping you see this and can lend some sage advice.
I personally feel the Gov. Plaza does as much as the Diplomatic Quarter, if you add in the fact it can add in addition buildings inside it. So I can see the need for adjacency bonus. I mean the Devs never wrote anywhere in stone saying that Gov. Buildings need adjacency bonuses.
I think after playing the game for a long time, a player gets a feel for things and when something feels off, we notice it right away, but not generally the cause.
@Raven_2012 - I agree. In fact, I assumed it gave the adjacencies up until recently. I was quite surprised, and it spurred me to make this mod :)
@wmcarlvz - Don't know what issue you have going on but it's not from this mod.
@ my brudda - Considering that the Diplomatic Quarter is from the Ethiopia dlc there isn't anything I can do.
