If anyone want's to play my version of this mod, let me know, I'm considering making a mod page for it, and uploading it.
However, I also had to adjust a couple values where your file seems to multiple the vanilla values by 100 (ie. "MAA_REGIMENT_SIZES = { 3 3 3 }" in vanilla shows as { 300 300 300} in your file) before getting the intended result. So, it may be that skipping cultural percentage has no effect on the mercenary size/cost.

Causing a bug where the mercenary troop count is way to high.
