The problem actually is that you are not using NExt2 roads. They are required else the map will be broken. While you are using an alternative, that alternative isn't prebuilt into the map. Instead you could sub to NExt2, load up the map, upgrade the roads to your preferred roads, then unsub from NExt if you really don't want it.
There's only 1 mod used and that is the Network Extensions 2 mod, which has been "out of date" for almost a couple years by now. If NExt2 doesn't work anymore (crashes your game etc.), you can load the map without the mod as well, the only thing broken will be the interchange near the start square which is obviously not ideal, but it won't make the map unplayable, just takes one highway out of the connection.
The options to take out the NExt2 requirement are either replacing the two-way-highway with the Mass Transit version of the road, effectively locking the map behind a DLC, or using a regular road which also does not function too well at interchanges. If you really need the road, you can always replace it in the map editor before starting a new game on the map too.
I hope this clarifies the situation!
You could do the conversion yourself too by disabling Sunset Harbor, opening the map in the editor and replacing the national road (I think it's only used in the interchange) with the Mass Transit equivalent (enable road anarchy and select "upgrade road" and upgrade the NExt2 road to the MT variant). Then just save the map and re-enable Sunset Harbor and you're good to go!
Can you make a map without this Network Extensions 2 (Updated for Sunset Harbor)?
1. Make sure the theme mixer mod is not overwriting the Springwood map theme natural resource textures (the sand is actually ore, not sand) with some other theme's textures.
2. If you're not using the theme mixer, make sure there are no mods that alter the look of natural resources. I'm aware of at least one mod (can't remember the mod's name though) that hides the natural resource textures completely, which would cause the ore texture to not show up and instead the map would display the default grass on the entire map.

And not wanting to use MT roads also makes a ton of sense. Your line of thinking is very logical.

With that said I sometimes do make two versions of one map (NExt2 and MT versions) when I have time for it. Unfortunately I've been really busy lately and haven't had too much spare time that I would've wanted to use in making duplicate maps.
