Yes, that's intended. As you expected.
In the original Secret Agent level these candlesticks are money bags, and most of these are unreachable too.

Was unable to reach all candles, is this normal? I do however, remember one of the Secret Agent levels, that most of the money bags were unreachable in a level like this. Not sure if it was meant to be like this or a bug?
