Running latest game version 2019, all DLCs, no MODs.
So heres where Im not sure. The mode I disabled was RICO Revisited but it had been working OK up until the recent trouble. This leads me to suspect it may have been a plopable RICO asset but I have quire a few so not sure which one. If I discover, Ill surely let you know.
However, as I mentioned, I am no longer getting the message I first posted about your asset so I strongly suspect the Mansion got caught in the crossfire..... What I didn't mention is that although I got the warning, your asset still loaded! Does that make any sense?
Thanks for going to all that trouble. I fiddled around and found that another mod seemed to conflict with it. at least, when I disabled the other mod, the error message about the mansion vanished, Ive used it now and it looks awesome!!

I'm sorry I missed your prior comment. I think you're misunderstanding me. Whether or not one has the GC DLC installed ("purchased" and "activated" is more accurate), the *compiled* base game -- which is *pushed* to one's PC via Steam, whether or not one wants it -- is a different build after every update the developers make.
Starting with the GC update, all subsequent versions of the base game (I have no DLC at all) lock-up on my computer. I get no error notification, it just locks-up. So, I'm playing the pre-GC version of the game on a PC not connected to the internet.
At the same time, starting with the GC update, the developers changed something about Unique buildings (and recently, maps), such that my pre-GC game cannot access in-game a Unique building created post-GC. I can see and enable them in the Asset Manager, but as far as in-game is concerned, they don't exist. Again, I get no error.

@Populous Is this something your end or mine?
GC and later lock up my computer, so I'm using a pre-GC version of the game (my game PC is not connected to the internet, thus Steam can't push updates to it). At the same time, unique buildings created with post-GC versions of the base game will not load into the pre-GC version of the game.
