I think that's fine, my idea was these were another take on skeletons, much like the Iron Spiders these were designed to deal with crimes that'd happen in more public and open areas.
However due to this design they were not made "as intelligent" and were better than an Iron Spider in terms of AI/Intelligence, they can communicate and differentiate directives. But unlike the smaller more "human" skeletons that were, in my opinion, more of servitude and/or companion androids and the size allowed them to easily fit in buildings.
So the enforcers are a pre-cursor to Skeletons
If you're comfortable with that, I'll keep that option.

Almost missed this, as long as I'm properly credited you can merge this into your mod. You can alter anything you like to make it fit, even if you just need the model + animations + setup but need to change the dialogue or other values.

So these Enforcers was the solution created by the mechanical faction and Shek from the bio-engineering faction.
I had that reported before, and I was holding out on updating until I got around doing some more meaningful updates (animations, ragdolls, etc) but alas it's been a very, very long time since I said that or got around to even attempting that.
So here's an Update where the recruitment chances are much higher, so is the I'm going to kill you events, so you can stalk them in hopes for them to join you, but they may get annoyed easier as well.
If theyre gonna be recruitable, make the fucking odds of it happening somewhat plausible.
This was released as Old Empire Enforcers on launch and hasn't changed? perhaps an accidental subscription?
Also RE: to are they in Genesis, not yet. They will be once Atlas adds in the Old Iron Sides as well (going to release both at once)
just wanted to mention I used the hu_m_ragdoll_5_nojoints.phs instead of the hu_m_ragdoll_2 or 5 it's currently at, and I like the results a little better since it actually flops on the ground (even though the joints rotate until the ragdoll settles); in case messing with Scythe to make a custom phs is too much of a PITA

Was a limitation of what I wanted to do at the time, The rework for them will have them follow the character rig/skeleton so they could be setup as an Animal or a Character.
Just caught up in some other projects but Tread has done an update on recruitment chance (basically made it easier to recruit them) so there are pending changes for sure.

You can also fird mercs to fire with enforcers in The Unwanted Zone
