also wat i did and wat you can do is just duplicate the stuff and go into the copy and tick the box that says bolt

They were added as it would appear that they were supposed to originally, or else they would've been removed from the Creation Kit prior to release. Draw your own conclusions from that. The Nord Hero arrows were never intended to be bolts, I do not know where you got that from.

nord hero isnt part of vanilla game only part of the creationkit and part of the testinghall it isnt officialy part of the game
