The mod authors of ROTR seemed to be showing no signs of appearing. ilhom has just asked if there were updates as of new year.
Unfortunately, Realistic1, in a reply to ilhom, quoted from Mizo_ROTR: "TheHunter is pretty much responsible for 90% of content creation and coding. He's right now put in a job position that requires him to give alot of time, energy and responsibility at. We're just waiting for him to appear again if ever."
Until now, we are completely unsure what TheHunter and others are currently up to...

The first step is to go into your Documents folder, then to My Games - Civilization V - MODS, and search for the mod files and tell me what you find there.
If you find the mod as a .civ5mod file, then that means the game didn't unpack the mod properly.
If you don't find the mod in there at all, that means it didn't download from the Steam workshop properly.
Depending on which one it is I'll tell you what to do next.
There has been an inactivity in Rise of the Reds of C&C Generals: Zero Hour.
It's mod author, Hunter and others, all have been busy, thus, they could be having limited time available to interact as what Matthew_Vanston have said. Also, MaelstromX103 said that the mod development seems to be slowed down. I'm afraid the ROTR mod might be on the verge of being removed to the archives in ModDB if inactivity continues to take too long. The last update is as of 2015. Not only that, the ROTR is very buggy because of limitations in the SAGE engine C&C Generals: Zero Hour currently has.

1. A combined +15% Combat Bonus thanks to the Horde Bonus and Speaker Tower Propaganda promotions.
2. A second +15% Combat Bonus if the Overlord Tank is built in a city with the Heroic Epic.
3. Up to a 45% Combat Strength increase from Shock III or Drill III depending on what terrain it's in.
4. The Armor Plating 1 promotion, which it gets for free, gives it a further 25% bonus to Combat Strength when defending.
All of this adds up to a +100% bonus to Combat Strength, a full double. Did I mention it damages enemy units twice per attack with the Spear Throw promotion just like the Zulu's Impi?
You know, modders made Generals 2 in Zero Hour and restored what it was going to be, and it's a pretty nice alternative if you're interested.
I humbly missed the games in the C&C series, particularly Generals and its expansion Zero Hour. There is a new game that EA worked on in the past with Victory Games, which would have dealt with the Asia-Pacific Alliance with China as its leader; as well as the European Union, whom it became a military alliance in its own right, replacing NATO.
Unfortunately, the game got cancelled last 2013, citing multiplayer and corporate shenanigans in EA being its downfall. There is no information at all since the game has already been abandoned.
