Well, i suppose there may be a good reason for this vanilla mechanic in the long run. If you are forced to restructure the planet in a century, do you have more time to grow a empire without much lag perhaps?

Sounds great, i always hate to replace my districts with cities just to wait annother century until the planet is ready to be expanded again
