My only gripe is that you need to change grounded down special, as it and down strong both pretty much do the same thing but down special just does it worse. I also recommend changing neutral b as just giving Chris a mediocre projectile that does nothing special and can't combo into anything only hurts the character instead of help him. Try to think of something new for him instead, something more interesting and fun, that way people will be more obligated to play your character. I hope you take my suggestions to heart.
@iamasnail The first priority right now is improving his hitboxes and frame data because I worried too much about balancing.
He doesnt have a gimmick, his moves are very similar to other c haracters with nothing to compensate, and he's just... boring. I would rather play cupcake, another close ranged brawler with better movement, better tools and more fun gameplay (Of course its subjective but cupcake has a LOT more depth than this character). I guess he has a projectile?
