I continued the test. I manually altered the capacities of the towns. What happened is:
- the towns with no ind/com only grew to match their new basic size and not target pop
- in one of them I was able to create a com zone, by setting it at 500 and waiting 8 years (!); the town had 2 (!) shops and its pop still did not grew past the basic size
- the towns with ind/com grew as they should as soon as the new caps were set at anything above 50, but then they did so at a much slower rate than the organically planted city
- I could completely remove ind zone in one of them, but not recreate it
- the sliders for zone sizes worked for the organic town just fine

I think a bit more information won't hurt.
The towns I tested were indeed very small, 30-40 residential with 0-20 industrial and commercial capacity. The other, the one plopped by the vanilla tool, had caps of 135.
I placed them in the map editor, not after the game started; I know it makes a difference for some assets.
I did not test your tool on bigger towns yet, but I'm about to.

Yes. The medium size town I plopped for the test as a control group grew normally.

Is the behavior different than towns placed with the official town placer?

The towns spawned by the tool do not grow. Is this intentional?
I ran a test game with 4 very small towns, I supplied them with everything they needed over 5 years and even though they showed that their target population should increase by 140%, they stayed the same size.
I had two somewhat realted mods that could potentially interfere, namely Town Tuning and Urbanization, but after uninstalling them the issue persists.

a) complain about the weird town dynamics
b) fulfil town's needs to trigger growth
c) increase base capacities using sandbox
d) ask somewhere else as this a general issue not limited to this mod

That is a subsequent action from the town expansion algorithm adjusting base capacties to target

The game crashes upon loading a saved game when I enable this. Are you aware of any known mod conflicts?

Should be. Either Town Tuning or my mod Population Factor, which can set the number of residents per house to the minimum (1).

Is it possible to use this mod together with the Town Tuning Mod ? I want to have houses in the city, but no population at all. Because that damn population makes my game stutter...I don't care that there aren't any people in my passenger-trains, it's just for the looks. I know I can use the Town Tuning Mod to make the commercial and industry ask for goods, but the residential doesn't need any commercial or industrial goods...

I already use the Hide AI Cars mod, so no traffic is driving through the towns...

the target depends on several factors, see the town window. For example Reachability. This can only be calculated after the town was build. Therefore, it changes afterwards.

Imm, when i place hamlets with this mod ( -50 population), well when firstly placing the hamlet everything works fine, but after around 10 seconds the population target jumps too around 200.

It would be really neat if the cost to build a town was scaled based on the capacities of each type. like $1000 * Capacities. and have each type of capacity have a scaled rate. 1x for Residential, 1.5x Commercial and 2x Industrial. So (1000 * 1R) + (1000 * 1.5C) + (1000 * 2I)
could even make it so these rates are variable, that way its not just a flat $10m for any size town.
Just an idea, love the mod!

I know - it should not be used on obstacles. The original townbuilder shows a warning for that and does not allow it. In general, when that one shows a warning, you should not place a town with this mod at that location. I dont know how to prevent that otherwise.

What I usually do is build a station first and connect it to my rail networks, then pre-build a street system if it's a big city but not if it's supposed to be a smaller one bla bla bla...

the game just crashes and leaves behind some information about UI or something.

Gernhart I don't think it's meant to work with the map editor, I think it's only for normal free games.

The town growth algorithm has always been a mystery. Esp since the vanilla game assumes equally distributed landuses. If you want bigger town I would just increase the base numbers with the editor/sandbox.

Thanks for this mod! I really like it, but I'm not really sure if there is some bug, because whenever I create a purely residential town, the multipliers aren't applied. Let's say that I have created a town with 100 residents and have built a good transport network. The game then gives me a multiplier of something like +100% and correctly a target of ~200 residents but the actual inhabitants (big yellow number) stay the same. The town builds also no new buildings and even if I try to force a growth with manually plopping some buildings, they will just disappear again.

My problem sounds like one that has been posted before in the comments. Build a city of size 800, and immediately it starts declining in population. It looks like the starting seed value isn't being set to the value selected. Is it possible to set the seed value? Seed x multipliers = population.

I tried plotting a big city during a game and there's no demand list, empty and residents are moving out.
