None of the departments work. They all flash red when filled, says there's no regular wards.

The personal runs in zig zag in the ICU unit. I think its because the walls and the doors. Also the pharmacy is too small. Renamed from 'empty' to 'no staff'- the name was meant to distinguish this from the second scenario we uploaded that is already staffed, but it will be more clear this way.
