Toulouse belongs to the French crown in 1444, and thus is not playable from 1444 unless you release it. Due to the aftermath of the Albigensian Crusade, Toulouse has been effectively under control of the French crown since the 1200s, meaning the planned 1309 alt-history start is the only time it can be played directly from the game menu.
