From what I've just heard, decals are hitscanned. So the hitboxes don't actually have anything to do with decals appearing at all, even a model without any hitboxes should have decals apply to it when shot at/through.
I'm not sure why the decals are not applying for you.
My versions of the mod currently are identical to the uploaded versions though.

yeah I mean the blood decals. I'm wondering, is it possible you have a version of this mod that hasn't been uploaded? it seems to be pretty definitive whether or not the blood impact decals appear, influenced by the qc and not by graphics settings

That would be right, but the Jockey has to use the old bone names because the new bones will collapse/merge (I don't know what the 'correct' term would be, it's a "glitch" anyway)
But you'll notice you won't be able to actually shoot the Jockey while he's riding a Survivor while using the new bone names, you'll have to shoot the survivor.
I suppose theoretically I could have both set's of skeletons have hitboxes but I'm not so sure that'd fix the decals not appearing anyway unless the new skeleton hitbox was ever so slightly larger than the old ones.

Testing just now though, do you mean blood decals? Or something else by impact decals, because I am seeing blood on the Jockey when shot.

while I was editing the QC for a custom model I noticed that the $hbox parameters still reference the old bone names, updating them to the new ones fixed impact decals not appearing

Just a heads up, unified jockey files is the same as the unified charger files.

You absolutely need it enabled lol otherwise this model is just going to slide around t posing, if the ragdoll messes up when they die it's because you subscribed to the mods and then failed to restart your game, you must restart your game, and you must wait for the addons to finish initialising on the main menu before you do anything at all.

so if the models are messed up when they die its because this and the needed addon collide so it says you just need to be subcribed to it not have it enabled in l4d2

I believe all my settings are "maxed" yeah, aside from like anti-aliasing. It's certainly a strange bug.

No worries. It doesn't cause an issue with any of the other infected, but unfortunately I need the unified jockey skeleton to use your other mod that fixes the flinches.

I can try messing with my graphics, but if you don't hear from me I came up with nothing. Do you run it at the highest settings?

That’s whack, I dunno what could be causing the other issue, I’d love to try fix it but I can’t even replicate the issue. Maybe it’s a graphical setting.

I uninstalled every mod from my game and verified the files. Then I ran only this mod + fixed l4d2 special infected animations + flinches. I still get no blood on the jockey.

Hmm, that's an interesting issue to mention, you might be right, I don't know for absolute certain but the hitbox for the Jockey with these mods is the original skeleton, while them model is rigged to a separate new skeleton that follows the original.
Maybe because they have different bone names though the blood somehow doesn't transfer to the appropriate part of the mesh being influenced by that bone.
That would be a straaange way for hitboxes and blood decals to be applied though.

I'm pretty sure it's this mod that does it, if it isn't it's the Fixed L4D2 Special Infected Animations + Flinches, or both, but it completely removes blood/bullet hole decals from appearing on the jockey.
