third lever and the light on top of it actually doing nothing, it's not usable, have no sense

Ok, so I noticed that in the mountain base area, where the launch door room controls are, two lights represent each silo door, however there is a third light, any idea on what it's use is?

yeah, there is a control room inside of this hill, just look more closely and you find 2 levers which opens it
