Also Admirals do gain Experience from fleet battles: 100 Experience per Battle.

Admirals level mainly by patrolling. This is exactly how it should be. In a normal game I have 12 Admirals around Level 5-8. I assign them to my fleets depending on who is the best or which traits I need, while the others keep patrolling.
