Yeah if the game wants to cheat and give me no legitimacy for ANYTHING at all, then I will cheat back. One of the most common buildings I build is cultural and I'm constantly engaging in diplomacy with other factions. Yet the game doesn't give me legitimacy at all.

Thank you so much, can't wait to try it, it was (the penalty) was ruining my day seing -19, -21 penalties I was so enraged. More enrage is at the stupid developers who agreed to do such shit, brainless idiots
