30 is six times less than 180, so the damage should logically be six times higher. 105 * 6 = 630, which should be enough to one-shot a Charger.
Special properties like gibbing and stuff must be hard coded.
By the way do you know where are the ammo properties in game file? I did some testing like changing assault rifle's ammo type to minigun ammo and it gibs common every time, and changing shogun's ammo type to pistol magnum causes it to lose the point blank bonus damage.
Things like pistol magnum ammo, m60/minigun ammo instant kills or gibs common must be done by some ammo scripts associate to each ammo types.
Since I'm sticking to default Valve values and options, I cannot get too much damage without getting too gimmicky and outlandish. Even here, I used autoshotgun ammo pool with its properties such as death animations and extra point blank damage, just to lower it to 90.
