Thank you, I carefully disassembled these Phoenix and Tengu mods. It is easy to make a similar start, because their changes are only to set up a special starting character, and there is no plot or dialogue. In this way, players can only get a group of very powerful Nameless-faction squad, unable to truly command the empire.
You can try to make such a patch, because the way is really simple. But I'm sorry that I cannot make such an update, because this kind of start is too disruptive to the balance of the game.

Maybe your starting squad would have Beep, Premier Agnu, General Eye, General Neck-12, and Head of Logistics, and some other NPCs.

I'm not very sure about your needs. If you want a special game start, then this mod is already available (Cyber-beep). Unfortunately, player’s faction is locked as Nameless, so player cannot rule the city as Emperor Beep.
It is indeed possible to set Emperor Beep as the starting role, but then player will only get a Nameless-faction character with imbalance data, World's Roof won't belong to player.

Thanks for your support. By the way, the Guildhall actually needs 320,000c, maybe it is the price change caused by one of mods?
Another few notes that come to mind:
Pricing. I think the pricing for the buildings are wonky. The Guildhall is only 800 and is a massive building, but the Hiver hut is much smaller and much more expensive. I think a tweak to the pricing would be better for balance.
Another little note is the population. It's a large city, but aside from guards, there aren't many people there. Even the bars are a little empty. Just traders and guards. I think you should consider adding more NPCs to add a bit more life. Not necessarily recruit-able NPCs, but rather just some who wander around more.
Even without these potential changes, it's still a solid mod and I love it.

While it's amazing, it is missing something I think is important. An animal shop and animal supply shop. There's a lot of stuff there and no real pack animal to buy to carry your stuff for you. My party is currently over-encumbered because our garru we brought is already full and slow. I bought a bunch of the robots at the shop, but there is no backpack for them in any of the shops so they're not really too useful for carrying our gear back to base.
