I'll add it to my mod now and push it. The next time you launch the game, it should give you the proper fine (if any).
If you get that fine you ARE using an illegal trailer, which means either it is actually forbidden there, or the country definition file for Idaho you are using is modified by another mod in a bad way.
The formula is fine *= min( multiplier ^ (overspeed / step), limit)
But changing the steps from default 2.777778 doesn't seem to reflect on in-game changes.
What would that be exactly? Would it be like a violation/fine for driving on the shoulder?

Go to C:\Program Files (x86)\Steam\steamapps\workshop\content\270880 and delete everything there, then subscribe or unsubscribe from ANY mod on the Workshop. Steam should now redownload all your Workshop mods for ATS.
If you have Steam installed elsewhere, go to \steamapps\workshop\content\270880 from there.
270880 is the AppID for ATS.
Thanks for this, by the way. Hated driving with fines turned off but original system was a bit wonky.
