I found the problem, Show Tech Rewards' localization file was not been translated.
This Localization file didn't work.

No one has provided me with a chinese localisation. The mod currently has French, Russian, Korean and English

This file doesn't load WOTC_ShowUnlocks_PexM.chn?
Still display english not chinese.
