To anyone reading, I would also recommend upping the requirements to level of fame 5 at least and maybe increase the cost too, otherwise this mod is kinda op imo and the map might change a lot if AI can do it too easily

That's what I've been doing to fix other mods with decisions that haven't been updated yet, but I don't have a game save ready to check if there's anything else under the hood that might have been borked.

i don't understand why it is like this either, but your backup copy must have been the culprit. i had similar issues when i tried to test the steam version without removing the local copy first.
as i haven't played the game for a while, i suspected an issue with the new patch, but some testing with the current game version i did today proved me wrong.
the mod still worked like intended.
@micha.bienasz: are you absolutely positive that all conditions for the decision are met in your game? game rule custom kingdoms must be on, and you must be an adult ruler of at least 2 empires, not at war

It would also allow you to consolidate your kingdom titles and prevent any loss of titles through inheritance laws. Then you can form an Empire with the merged kingdoms anyway because you would at some point have the required territory to form an empire if you so choose, whilst keeping the rank of Kingdom. It would allow you to keep your options open.
Strategically you could also still swear fealty to empires, thus giving you the opportunity to conquer another empire from within your liege's realm. Something that I like to do as it allows you to have a sort of shadow emperor, you control the realm, but not explicitly in control, and not targeted by outsiders.
I need a merge empire mod as I have all of Rome, will definitely be merging them now I found this. Thanks.
