unfortunately this is a flaw in the Ravage mod
Money/bank notes would perhaps be the "end goal" where you need to collect maybe 100,000 or something and go to trader airport to be extracted out instead of repairing since it is very easy to repair.
Also the inclusion of ambient Civilians (some were present in this mission) where they would also panic around and drive vehicles in a chaotic warzone would be nice addition.

Only issues I had were:
- Not enough military troops? Only found at helicopter crash sites and that's it. It's "besieged territory" but every place is just Rebels, "OPFOR", raiders, and independent forces. No Russian/NATO military anywhere...
- Helicopter's "hull" cannot be repaired. Repair truck/off-road doesn't do anything to fix. Can repair everything else with one toolkit though and fly helicopter away easy.
- One of the "Hard" missions (the one by sawmill) cannot be finished? The "last guy" to kill is missing or something... Completed everything else though.
- A lot of these "hard/epic" missions, you seemed to have placed bots that can shoot you with 100% accuracy. Very aimbot then "epic."
Nice mission but hopefully there's more to do in next scenarios and watch government soldiers and rebels fight each other...

As for fixing the error, I can say that I alone was engaged in the creation of this mission, and not all bugs and shortcomings could have been identified at the development stage. I personally have not encountered this problem, I can only advise you to restart the script and start over.

As for saving on a dedicated server, the mission already has a script for saving characters, that is, if a player leaves the server, his character starts from the same place on the map where he left, the inventory must also be saved. Of course, I want to note that this system may give errors in some situations and not work, but I am working on fixing the shortcomings.
