This is because the player doesn't get much breathing room to regenerate armor to a beneficial point without vampire-worthy healing, granted the minute-long windows between waves and constant battering of fire, flesh, and steel.
The same could be said for the healing modification. Again, not to the point of Call of Duty bullet sponges, but very gradual and impossible to recover from significant wounds between waves without medical assistance.

(As someone that needs surgery on my mouse hand, this mod can be helpful to me on my more difficult days. I wouldn't want to use it toooo much though, not to the point of 'relying' on it, got to keep your skills sharp :) ).
