Heavy Arrows: 10/12 at 9.9 = 22.22 missile strength
Lothern Sea Guard: 20/5(+10vsLarge) at 9.9 = 25.25(35.35 vs large)
LSG with Shields: 20/5(+10vsLarge) at 11.7 = 21.37(29.91 vs large)
Sisters of Avelorn: 15/25 at 7.2 = ~55.55
Proposed Archer Changes:
Dragon Archers: 15/15 at 10.0 = 30.0
Dragon Shielded Archers: 15/15 at 12.0 = 25.0
Dragon Guard Archers: 25/25 at 10.0 = 50.0
Suggested changes bring dragon archers up to par with standard archers but with increased effectiveness against armor, but worse than LSG against large. DGA brought up to slightly below sisters of avelorn, keeping shorter range.
Gonna be a two-part comment, sorry. Character limit is annoying. Not trying to be condescending or anything, just trying to communicate in a manner that limits confusion and character count.
By unit count, I mean models per unit, not anything like a unit cap for the army or global. Bad wording on my part. The SFO discord would probably be the best place to start if you want to add SFO caps to these units, since I think it's a script based thing.
By model I mean a single soldier, multiple of which make up a unit (unit being a single "card" in an army). With similar other stats, here are the two melee units I brought up:
Phoenix Guard: 60 models at 16500 (275 each) at 576 upkeep (9.6 each)
Dragon Guard: 100 models at 28300 (283 each) at 590 upkeep (5.9 each)
Proposed upkeep: 100*9.6=960
SM of Hoeth: 60 models at 13500 (225) at 528 (8.8)
SM of Caledor: 100 models at 23300 (233) at 580 (5.8)
Proposed upkeep: 100*8.8=880
I've added those skills (Asur take aim, Asur Flank them etc)
Gave Swordmasters AoE attack like Hoeth, also gave them the passive skill and deflect arrows
I will look into the numbers for better balancing and setting them apart.
However I don't know how to add units to SFO cap system.

DG Archers: Missile damage to 25/25, reload to 10, upkeep ~600 or HP to 16-18000
Dragon Guard: Upkeep to ~960 or HP reduced to 18-20000
SM of Caledor: Upkeep to ~880 or HP reduced to 14-16000
DB Artillery: Ammo to 40, Reload to 10, AP missile damage to 105
DArchers/DS Archers: AP missile damage to ~12
HP nerf for DG/SM would be more balanced, but would cause each model to have much less HP than vanilla PG/SMoH due to higher unit count, so upkeep increase would be preferable, unit count decreases would be boring
SFO High Elf skills (Asur Take Aim, etc) need to be added, as well as PGuard/SMofHoeth skills from SFO
I wish the SM of Caledor and Dragon Guards had something to set them apart from their vanilla counterparts; better missile parry for SMoC and causes fear for DG? May want to check if SMoC have area attacks like SFO SMoH
More explanations can be given if curious, character limit sucks
